The extra row is the whole story
Scoot's A320neo carries six more seats than its A320ceo and is the better aircraft because of it, which is not how seat counts usually work.
Rows 1 to 30 are drawn identically on both. The neo adds row 31, and in doing so it moves the rear lavatories behind that row instead of behind row 29. On the ceo that leaves twelve seats jammed against a lavatory door. Here it leaves six, and only the very last row is affected.

The trap: the wrong half of the exit pair
Rows 12 and 13 are the overwing exit pair and both are drawn about a fifth deeper than a standard row. Row 12 sits in front of the aft exit and does not fully recline; row 13 has nothing behind it to protect and reclines normally. Row 11, immediately ahead of the pair, takes the same recline restriction with ordinary legroom and nothing in return.
If you pay for one seat on this aircraft, make it 13A or 13F. Row 12 has the same floor space and a fixed seat back.
31A and 31F have no window
The last row on this aircraft sits in the plugged window section at the back of the fuselage, so 31A and 31F look at a blank wall rather than glass. Row 31 also does not recline, sits against the rear lavatories with the galley alongside, and 31F is drawn slightly narrower than the rest of the cabin.
Those two seats are the only ones on the aircraft we would tell you to avoid outright, which is a remarkably short list for a 186-seat narrowbody.
Twelve window seats with a compromised view

A lavatory sits ahead of 1A, 1B and 1C, the forward galley ahead of 1C to 1F. 1C is the pick, with a partial bulkhead covering about 60 per cent of the row and some real floor space on the open side.
